In 1976, Historic Salem Incorporated undertook a project they called "East of Palisades" to help Salem citizens
in revitalizing some of Salem's historic neighborhoods.

The new program tried to build on the success of the Heritage Plaza East project which won national awards for innovation and excellence in an older
downtown.

An inventory of all structures in five Salem neighborhoods (Derby St., Bridge St., Boston St., the Common area and Chestnut/Federal Streets) was done
in the summer of 1975 to analyze styles, physical condition, historic value and land uses. Some 2,500 structures were examined and evaluated.

Although the program itself is unfunded, Historic Salem Inc. was awarded a grant from the National Endowment of the Arts which permitted them to
hire the firm of Anderson Notter Associates of Boston to conduct the survey.
