	Salem was the second city incorporated in the Commonwealth, the Act granting a city charter being dated March 23, 1836. It provided for a city government, to consist of a mayor, six alderman, and twenty-four common councilmen. 	The city charter was accepted April 4, ~~1936~~ and the selectman issued their warrants for an election of mayor and city councilmen. Hon. Leverett Saltonstall was elected the first mayor and the organization of the new city government began on May 9th, 1836.
