John F. Hurley(1844-1935), five times elected mayor of Salem (in 1900, 1901, 1907, 1908, 1912), was the first

foreign-born mayor, and he was also the first of Irish descent to achieve the city's highest office.

Hurley had many supporters, but also critics. Among all of Salem's mayors, he alone was recalled from office by popular vote.
