Since signing an agreement in 1991, there has been a special relationship between Salem and its sister city in Japan, Ota. Ota is a densely populated borough of Tokyo. The agreement includes annual exchanges in which a group of students, and separately , a group of adults, from each country spends a week in the sister community, getting to know the culture an people. Over the years, many examples of student artwork, as well as gifts, have been swapped.

The Ota Club is the non-profit organization which plans and executes the trips each year.
